New Zealand Visa Paper Applications to End for Many Visitor and Transit Visas
From 1 October 2026, many New Zealand Visitor Visa and Transit Visa applications must be submitted online.

Immigration New Zealand has announced a further move towards digital visa processing. From 1 October 2026, paper application forms will no longer be accepted for 24 Visitor Visa categories and the Transit Visa, except in exceptional circumstances.
For most people affected by this update, the practical change is about how an application is lodged, rather than whether a visa is required. Applicants who need one of the affected New Zealand Visa categories will generally need to apply through Enhanced Immigration Online.
This update is relevant for visitors, business travellers, organised groups, people transiting through New Zealand who require a Transit Visa, and families or representatives helping applicants prepare documents. It is also important for anyone with a draft application in the older Immigration Online system.
What has changed
From 1 October 2026, Immigration New Zealand will stop accepting paper applications for 24 Visitor Visa categories. These include the General Visitor Visa, Business Visitor Visa, Group Visitor Visa, Academic Visitor Visa, Guardian Visitor Visa, Parent and Grandparent Visitor Visa, Medical Treatment Visitor Visa, Sports Events Visitor Visa, Tour Escort Visitor Visa and Visiting Media Visitor Visa, among others.
The Transit Visa is also included in the change. This means travellers who need a Transit Visa to pass through New Zealand will also be expected to apply online from that date.
Immigration New Zealand has said that paper applications submitted before 1 October 2026 will continue to be processed as usual. Applicants who have already submitted a valid paper application before the deadline should not need to submit a new online application simply because of this change.
After 1 October 2026, paper applications for the affected categories will generally not be available. In exceptional circumstances, people who believe they cannot use the online service will need to contact Immigration New Zealand so their situation can be assessed.
This follows earlier system changes. Since 24 August 2026, new Group Visitor Visa and Tour Escort Visitor Visa applications have been directed to Enhanced Immigration Online. From 24 September 2026, most new Visitor Visa applications can no longer be started in the older Immigration Online system. On 8 October 2026, affected forms in the old system will close and remaining draft applications there will be deleted. Submitted applications will remain accessible while they are being processed.
What this means for migrants
For migrants, visitors and families planning travel to New Zealand, the key point is preparation. If your visa category is affected, you should expect to complete the application online, upload supporting documents digitally, and manage the application through the online platform.
The change may be helpful for some applicants, as Enhanced Immigration Online is intended to make document uploads and application tracking easier. Immigration New Zealand has also indicated that the platform tailors questions more closely to an applicant’s circumstances and may reduce errors through features such as automated passport data capture.
However, applicants should still take care. Online systems can make lodging an application more convenient, but the applicant remains responsible for providing accurate information and appropriate supporting documents. A digital process does not remove the need to meet visa instructions or entry requirements.
Importantly, this update does not create a new visa requirement for travellers who are already visa-waiver visitors. Many passport holders from visa-waiver countries can still travel to New Zealand for short stays without applying for a Visitor Visa in advance, provided they hold any required New Zealand Electronic Travel Authority, commonly known as an NZeTA, and meet entry requirements. Australian citizens generally have separate arrangements and usually do not need an NZeTA.
Some Visitor Visa categories are not immediately affected by the end of paper applications. The source notes that existing channels remain in place for several categories, including certain visas for partners and children of military personnel, students and workers, as well as the Partner of a New Zealander Visitor Visa and Child of a New Zealander Visitor Visa. The Trafficking Child Victim Visitor Visa, Temporary Retirement Visitor Visa and Refugee Claimant Visitor Visa are also excluded from the 1 October change for now.
What to do next
If you are planning to visit, transit through, or support someone applying to come to New Zealand, first confirm which visa category applies. The category will determine whether the new online-only process affects you and which documents may be needed.
If you have already started an application in the older Immigration Online system, check whether the form is affected and whether a submission deadline applies. Drafts in the old system may be deleted after 8 October 2026 if they are not submitted in time. If you have already submitted an application, keep access to your account and monitor any requests from Immigration New Zealand.
If you expect to apply after 1 October 2026, plan for an online process. Make sure you have reliable access to the internet, clear digital copies of documents, and time to review your answers before submission. If you believe you cannot apply online due to exceptional circumstances, contact Immigration New Zealand directly so they can consider your situation.
If you are unsure which pathway applies to your circumstances, or you are planning a longer-term move to New Zealand, it can be helpful to speak with a professional before starting. You can get matched with a licensed immigration adviser for personalised guidance based on your situation.
